Actions Constituting Fraud

The term "defalcations", "misappropriation" and "other fiscal wrongdoings" which should be reported refer to, but are not limited to, employees and/or external parties committing or attempting to commit:

any dishonest of fraudulent act;
forgery or alteration of any cheque, bank draft, invoices or any other financial documents, accounts or records for accounting purposes;
forgery, alteration or creation of any document in support of Loan Applications;
forgery, alteration or creation of any document for the purpose of obtaining a Staff Loan;
forgery, alteration or creation of any document in support of a job application for him/herself or another;
manipulation, falsification or alteration of internal records or documents;
misappropriation (theft) of fund, cash, securities, supplies or other assets belonging to NEDCO;
deliberate misapplication of accounting or other regulations or policies;
impropriety in the handling or reporting of money or financial transactions;
profiteering as a result of insider knowledge of NEDCO's activities;

Overview

NEDCO’s Procurement Unit is responsible for procuring goods, works, services, and disposal of public property for all Divisions/Units of the National Entrepreneurship Development Company Ltd. Procurement proceedings include procurement planning, soliciting of tenders, evaluation and awarding of contracts, and contract management closeout in accordance with the Public Procurement and Disposal of Public Property Act of 2015 (as amended).

The Public Procurement and Disposal of Public Property Act of 2015 (as amended) was fully proclaimed on April 26th, 2023. This act allows all public bodies to perform their own procurement and disposal activities.

The NEDCO Unit ensures that its procurement activities are consistent with the objects of the act as mandated in section 5 (2) of the act. The act aims to promote the principles of accountability, transparency, integrity, value for money, fairness, competition, and local industry development in public procurement and disposal of public property.

The procurement unit has several functions, which include:

Preparing the Annual Procurement Plan for the approval of the Permanent Secretary.
Identifying the supply risks associated with each category of goods and services being procured.
Assisting in developing significant procurement strategies in conjunction with requesting Units/Division.
Reviewing and compiling the Annual Schedule of Planned Procurement Activities of Divisions/Units.
Pre-qualifying supplies/contractors in accordance with the Public Procurement and Disposal of Public Property Act of 2015 (as amended) and its regulations.
Compiling a list of pre-qualified suppliers/contractors as required by Division/Units.
Managing all procurement activities in accordance with the approved Annual Procurement Plan (inclusive of all activities in procurement process).
Managing the retention and disposal of personal property in accordance with the Public Procurement and Disposal of Public Property Act of 2015 (as amended) and its regulations.
Monitoring and measuring procurement performance and preparing the Annual Procurement Performance Report.
Recommending the updating and improvement of the Handbook and Special Guidelines.
Submitting quarterly reports as required to the Office of the Procurement Regulations.
